A major push to regulate hemp-derived THC products like delta-8 has stalled in Missouri.
Senate Bill 54, the Intoxicating Cannabinoid Control Act, was derailed after a bipartisan filibuster over concerns it would favor marijuana dispensaries and force many small hemp businesses to close. The bill would have restricted edibles and vapes to licensed marijuana retailers, while allowing low-dose THC beverages to stay in regular stores.
Supporters argued regulation is needed to protect youth and improve product safety. But critics said the bill would eliminate competition and hurt consumers by driving up prices and reducing access, especially in rural areas.
An amendment to allow hemp businesses to stay open under special licenses failed, and the bill has been set aside for now.
